This item is the Report of the Special Committee, dated 28 July 1941, regarding measures to be taken in the event of war with Japan (also includes three appendices: "Appendix A - Internment," "Appendix B - Shipping and Economic Questions," and "Appendix C - Trading with the Enemy"). The report invokes the handling of Italian Canadians as precedent and outlines the procedure of registration (as well as fines and imprisonment for non-compliance, special coloured-cards for British subjects) among other details regarding war relations with Japan. Appendix C (authored by G.W. McPherson) outlines the position of the Custodian of Enemy Property.
