This item includes minutes of the War Committee of the Cabinet dated 17 July 1940 concerning the international situation, with specific mention of control over firearms. In particular, these minutes note anxieties over Japanese citizens having hold of firearms and/or explosives. In contrast, the minutes discuss contracts with Canadians of German and Italian ancestry, whereby refusals to grant contracts were "wholly unwarranted, and that, in view of the loyalty of the overwhelming proportion of such groups and particularly in the old established sections, the lowest tenderer should not be refused in such cases unless Policy enquiry indicated sympathy with the enemy."
